Latex Balloons Pre-Filled with Confetti. We suggest you hold the confetti at the very tip of the balloon, add a little hi float and rub the balloon between your fingers to coat the inside of the balloon with hi float. Continue holding the confetti and release the confetti at the same moment you begin adding helium to the balloon. The confetti will drop and the same time the compressed gas blows up the pieces spreading them in a random configuration inside the balloon.
